My suggestion is to improve HSPDA/W-CDMA system performance through intelligent and modularized system profile which model provides better QoS for those non flat rate services while the flat rate service has lower priority to use the system. Being able to still keep some of the non flat rate services will slow down the dramatic revenue loss for telecomm operators.
