In order to upgrade productivity and competitive advantage of Taiwanese industries, our government also encouraged Small- and Medium-Sized enterprises (SMEs) to convert their knowledge and innovative techniques into commodities or service to create value. In resent several years, there are many countries treat incubation centers as the implement to maintain the lasting development of enterprise or to reinforce the national economic activities. To observe the category of incubators in different countries, the type of academic incubator occupies large numbers because universities can offer aplenty of academic resources and completed facilities of experimentation, these can combine academic basic research with industrial applied research to produce greater economic benefits, thus the collaborative mode of academic incubator is worthy to research. This research explores the topic about the collaborative mechanism of academic incubator and use transaction cost theory, resource dependence theory and intra-organization to analyze, I adopt the method of semi-structure in-depth interview to clarify the interaction and mode among academic incubator, tenant companies and consultants in the collaborative process. And I use the seven scripts of interview to interpret the three main topics “The position of academic incubator;” “The collaborative mechanism among academic incubator, tenant company and consultant;” and “The role of government and university and the critical issues;” finally I draw up some propositions according to the collaborative mechanism among the three parties as follows: Proposition A: If an incubation center offers the completed environment for incubating tenant companies or not, that will influence the building of collaborative relationship among the three parties. Proposition A-1: If the system of incubator can low transaction cost efficiently and the three parties will have a well collaborative relationship. Proposition A-2: If the system of incubator can control the critical resources in collaboration, then the three parties will have a well collaborative relationship. Proposition A-3: If the system of incubator can offer an environment for organizational learning then they will have a well collaborative relationship. Proposition B: In the system of incubator, the building of well collaborative relationship among the three parties is a critical factor to make tenant companies producing higher performance. Proposition B-1: If the system of incubator has more trust and the then degree of content with collaboration will be higher. Proposition B-2: If the system of incubator interacts more frequent and with higher rank person then the degree of content and goal achieving will be higher. Proposition B-3: If the system of incubator has stronger reciprocal relationship then the degree of content will be higher. Proposition B-4: If the system of incubator has stronger dependent relationship then the degree of content will be higher and relationship sustaining will be longer. Proposition B-5: The three parties have better collaborative consensus and information communicating then the degree of content and goal achieving will be higher.
