Traditional planning approaches, however, fail to meet pedestrians’ needs and fulfill the governmental agencies’ managmental targets. Presently, the government has aggressively promoted the intelligent transportation system that applies Geographic Information System (GIS) on the design and setting of highway signs for improving road sign confusion. Although highway signs have been improved and innovated these years, for road pedestrians, the guide signs still provide limited services and functions. How to develop and enhance the coherence and consistence between pictures and its contents of a guide sign is a top priority for the authorities. The application of GIS can not only facilitate sign planning and management but provide clear directions to pedestrians.
