Whenever there are important constructions, the supply of gravel always has the decisive influence on them. Furthermore, in 2001, the gravel, resulting from the torrential rain of Tau-Chi Typhoon, has fell into the valleys and seriously affected the safety of the residents along the streams, and it has to be cleaned away immediately to ensure the smoothness of the stream ways. Therefore, Gravel is not only the problem of architecture but also is the concern of safety. According to present law and governmental regulation, it depends on the gravel trucks to clean away the gravel, which always bring up issues in respect of traffic and environment protection, and always affect the traffic safety and the quality of lives of a great number of people and usually raise serious concern of the public. Given by a great number of gravel trucks driven on the roads, Ministry of Transportation and Communication has published “ Gravel Safety Management Regulation” to manage and regulate gravel trucks, hoping to reduce the accidents caused by gravel trucks and improve the impression of the public. However, according to the statistic figures, the accident rate of gravel trucks still exceeds that of normal trucks, and the accidents caused by gravel trucks are usually more serious, both of which all result in great concern and cause numbers of protest activities. In addition, local governments have been criticized and their public reliance has collapsed because of their incompetence to solve this problem. Since the appliance of aforementioned regulation, the government has gradually clarified a model and guideline in respect of the safety management of gravel trucks. Ministry of Transportation and Communication also hold project together with the police and relevant administrative agency to supervise and fulfill theirs respective duties. However, the gravel truck management system is based on the management unit of car transportation company, and researches show that many gravel trucks cannot even operate their business because of the limitation of the minimum investment amount as specified in the “The Compulsory Automobile Regulation”, therefore some owners have no choice but to legally register the ownership of their trucks in the car transportation company’s name which they align with, and enter into certain contracts with such company. This kind of pattern is not only unable to restrain the drivers’ behavior but also giving chances to the car transportation company to charge the align fare or to declare the salary expenditure of truck drivers in respect of the tax affairs. These unreasonable circumstances make the actual owner increase expenses and reduce their profits, and force the gravel truck drivers to increase their cost and working hours, which all indirectly make the negative impact to the gravel truck safety management. Based on the foregoing, this research tries to interpret the effect that the license leasing practice may cause to the gravel trucks safety management by the review of other research and relevance analysis, and also tries to draw up viable management strategy to increase the safety of gravel transportation. da-jiel in 林大傑 2007 學位論文 ; thesis 181 zh-TW |
