Then, to agree the mutual consent folk personal interaction, prohibit the official interaction, as well as the bilateral officials by the folk public figure identity to proceed the political discussion; Both sides appear "government act apathetically, but the public intensely ", it is a strange phenomenon as the officials and people do not have same interaction; Chinese Communist Party, China’s Taiwan policy and the Taiwan’s Mainland Policy are similar to the overlapping pairs of screw, from time to time suddenly near, from time to time suddenly far, mutually affects, this part disappears, then other part rises, and causes both relations to fill the treacherous changeable variable, in addition US wants to maintain its benefit in the Asian and Pacific area, so intents to utilize contradiction and the opposition of two sides across the Taiwan Strait - the military strategy scholar think the Taiwan Straits since Second World War, always belongs to one of three big military conflicts between Asian and Pacific area, also endangers the safe, stability and peace in Asian and Pacific area, which is the conflict spot.
This research mainly wants to discuss the change between China’s Taiwan policy and our Taiwan’s Mainland Policy, whether they have the connection, that is to remove the bilateral leaders individual political orientation to discuss the interaction factor of bilateral policy change, but same as previous mentioned the across of the Taiwan Strait two sides government’s relations like spiral interaction, to avoid losing the point of this issue, because of the excessive subject discussion broadly, therefore I shorten this research range from the period – before and after the President Chen Shui Bian proposed "the Taiwan’s National Unification Council has ceased to Function”, focused on the change of the across of the Taiwan Strait two sides government’s relations and the policy, then it shall discover the advantage between the across of the Taiwan Strait two sides government’s relations, in order to reach the direction "peaceful, stability and development".
This research emphasizes the study of data information, through history organon and absorbing the expert opinion, to utilize system dynamics in analyzing the theory of model and social network analysis, in order to find out the delicate interaction relationship between Taiwan, China and US, also to search for the connection of interaction and change of two sides across the Taiwan Strait government. To suggest our government to establish good Mainland Policy and to prevent what China’s Taiwan Policy will effect to our government.
