Summary: | 碩士 === 逢甲大學 === 公共政策所 === 95 === This thesis examines the topic – whether it is feasible to privately operate the big scale public nursing home for disabled. The main goals for the research are as follows: 1. To realize how public and private social welfare institutions for disabled viewing the privatization policies; 2. To find out the suitability of privately operating the big scale governmental nursing home for disabled;and 3. To analyze the obstacles encountered by government and the agencies commissioned by government in fulfilling the privatization process.
The research employed both secondary data and in-depth interview which included staffs and supervisors of related government departments, head or executive of Public, Private and Public Held Private Operated Division in Ministry of the interior.
The major findings of the research are as follows:
1. The legislation of laws and regulations concerning government sponsored agents should be manifest;
2. A reciprocal partnership between public and private sectors should be established;and
3. Advancing the service standard of the institutions with the assistance of the specialists.
In addition, the following recommendations are presented:
1. Drafting specific laws and regulations for government sponsored agents;
2. Clearly defining the characteristics of public held private operated institutions;
3. Establishing equivalence contract relationship;
4. Simplifying the application procedures;
5. Strengthening the professional ability training for the internal staff members; and
6. Establishing rational superintendent measures.
