After setting up the explicit direction and policies, the preschool institutions will have a definite standard to be obedient to 2.The government and the educational departments should make long-term plans for early childhood English instruction, including the plans for English teacher training, and teaching materials. 3.The institutes of education or the government should convey the correct concepts of learning English through all different kinds of channels and ways such as mass media, newspapers, magazines and etc to the mass population. 4.Because infusing English instruction is allowed and early childhood teachers can use it to teach children English, the institutions of training teachers should strengthen the English abilities of the department of early childhood development and education and let them carry the burdens of works in the future.
