However, there are still plenty of rooms for improvement in practical applications for entrusted professional service, which was first implemented more than 10 years ago, in order to allow related military agencies to impartially evaluate the effectiveness of the services and identify the most appropriate policies for managing the programs. The study was conducted to help examine the nature of the problems encountered during the applications such as professional capability of the engineering personnel already in shortage along with partial failure in the execution of the military construction supervision programs. Results of the study revealed that the majority (~70%) of the surveyed construction administrators and general contractors agree that the entrusted professional service is an acceptable and ideal measure of construction supervision. The study also collected the shortcomings of construction activities revealed by related auditing authorities and analyzed the problems involved to develop a standard operation procedure SOP for improving the quality of the military construction projects. The SOP was categorized into (1) management mechanism, (2) operation system, (3) organization application, and (4) field practice, and can be used to provide appropriate tactics for related military agencies to better manage the construction projects in order to meet the future needs of the government including organization down-sizing and extended use of the entrusted professional service.
