However, with more enterprises paying more attention to information technology knowledge, as well as the rapid change in this field, it is more essential for enterprises to find a person with required skills when dispatching persons to Mainland China. Therefore, this study will discuss the necessity and skills that an information manager should have before heading west and also the trend for information personnel skill development. There are three goals of this study: (1) to provide the necessary skill that an information should have before dispatching to Mainland China, (2) to understand the requirement and criteria an enterprise have for information skills, and (3) to state the gap between actual and expected information skills in this field and to provide some suggestions for further study after working. The analysis retrieved from this research shows the most important capacity that enterprises emphasize when dispatching information personnel is “technical management ability”, next follows “business ability”. This reflects the present situation in this industry. We also discover those information personnel should strengthen new skills and the ability to coordinate information strategies with the organization strategies from technical management perspective. In addition, the ability to analyze and resolve business issues is also crucial when taking “business ability” into consideration. Moreover, this study also carries out an explorative analysis in terms of partial sample characteristics, such as (1) the type of industry (2) company staff number; (3) company turnover; (4) whether or not a company has experiences in dispatching personnel to Mainland China; (5) status of an information manager; and (6) the years that an information manager being working in this field. We discovered that the expectation from an information manager will be affected by a company’s scale (i.e. staff number) and also the experiences in information technology field. From customers’ point of view, the number of a company’s staff will affect their services; thus, “interpersonal relationship ability” is remarkably needed. Besides, the experiences of an information manager will affect information technology department's development direction, which is also being considered as interpersonal relationship ability spectrum.
