While talking about human resources management, how to promote the qualities of the police is seldom discussed in current police organization. In order to take good use of this human capital, what are the measures to encourage a police self-growing, how to motivate their potential to finish their job, the career plan would be the important issue. The purpose of this study is to test and verify a police career plan intention mod to provide a consultation. To increase a police’ working anxiety, and pressure constantly growing itself, the organization should provide opportunities to all police to grow. By this way, both the police and the organization can complete each other. This research is based on the Theory of Planned Behavior, to find out the causality between a police career plan intention and three causes - his attitude, his subjective norms and his behavior awareness. The study analyzed questionnaires responded by 327 employee in the Taipei Country Police Bureau. This research use “Descriptive Statistic Analysis”, “T-Test”, “One-Way ANOVA”, “Persons’ Product-Moment Correlation Analysis”, “Scheffe’ Post Comparison Test ” and “Hierarchical Regression Analysis” to conduct the study. The research shows that a police’ attitude、a police’ subjective norms and a police’ behavior awareness all have a remarkable influence on a police’ career plan intention. This means that career plan can make a police carry out his dream and fulfill him self. Therefore, the best way to promote a police’s performances and achievements is to establish a perfect organization culture.
