However, the process of seeking investors is not appreciated by most people. Though the appraisal item and the important coefficient (weight, as called in this research) has certain revision, but are always decided through administrative conferences instead of a real research investigation or a statistical analysis to confirm its rationality. Therefore, as the numbers of joint-development projects are increasing day by day, the investors competing in the evaluation is tending to an intense situation. Although the evaluation work has been simplified to work efficiently, each appraisal item and weight should conform to the new tendency evaluation. To decide the item and the weight, a real investigation, a statistical analysis or an evaluation should be applied. This research is based on the present policies, laws and regulations. The survey is carried on by the Deuel Philippines method. Suitable appraisal items and weight will be established after analyzing their confidence level. This may not only fully reflect and meet the facts of appraisal mechanism but accord to the facts and the demands.
