Within the industry, TFT-LCD business is foreseen as the most promising one. Under government’s aggressive promotion of the “Two Trillion and Twin Star” program, TFT-LCD industry develops at a fast pace and fosters the businesses of upstream and downstream industries as well. Among those crucial components of TFT-LCD, the production of color filter is most particular. During the TFT-LCD manufacturing process, since the TFT glass substrate has to be laminated with that of the color filter, both sizes must fit with each other. Therefore, color filter’s size of production has to be the same as TFT-LCD. TFT-LCD and color filter are called or distinguished by the number of production generation based on the largest size of glass substrate that factory produces. Moreover, every customer requires different product design, and even for the same customer, different products require different product designs, totally unable to share. The production of color filter is mainly distinguished by the product itself. Not much difference is put on the customer side. Relatively speaking, the development of Taiwan’s color filter industry and its relevant technologies fall behind that of Japan and Korea, but has been moving forward progressively in recent years. This study applies the four dimensions of technical system proposed by Carlsson(1997) to discuss the development of Taiwan’s color filter industry. There are three purposes: (1) To extract influencing factors that affect the development of color filter industry through summary of related papers, experts interviews and the Delphi Method; (2) To evaluate the relative weight among all dimensions and standards through Analytic Hierarchy Process to discuss the key factors that affect the development of color filter industry; (3) To provide the research result to Taiwan’s color filter industry as reference for its future development direction and to the government for policy making on new technology industries. This research result has indicated that the role of capital market, the role the policy plays, crucial mechanism created by enterprises and whether the enterprises possess the spirit of venture are the most significant factors in terms of the development of color filter industry in our country. Such clearly reflects that the development of the industry relies on the correlation among the government, the capital market, enterprises and the spreading of know-how and technology research and development of new industries.
