But the forming of baby bust is not only causing short in teenager but also displaying an unbalance phenomenon. It is easy to cause the phenomenon of short in supply of industrial talent and workforce. As population structure is changed gradually, encourage bearing is becoming one of the issues needed to be solved by each government promptly. There are extremely most countries adopt the way of economic inducement, as the policy to encourage bearing.
The local governments of all counties and cities of our country also adopt the economic inducement of subsidizing to improve birth rate. As the practice of woman birth subsidization in Hsinchu City after several years, in order to evaluate the effect of this policy and to be a reference for further promote and improve as follow-up. Besides being a reference to offer Hsinchu City Government or other counties and cities to promote the policy of woman birth subsidy.
Questionnaire investigation is used in this research and the view of policy benefit person is adopted to choose target who can receive woman birth subsidy in order to obtain their views and satisfaction of woman birth subsidy in Hsinchu City.
And interviewing with the woman subsidy executor in Hsinchu City, the professor of normal university, chief of institute of nursery and people who receive woman birth subsidy is also taken place and put the interview materials together in order to enhance the questionnaire investigation and analyzing.
The discover in this research, it is not merely only a thing of a family to bear a child, because the decline of birth will influence the national population of worker in the future, however, women birth subsidy is a kind of phased subsidy. According to current government encourage birth policy, cash subsidy policy can only act as a subsidy only and unable to solve the education and bear fee that come out from the child birth.
This research is proposed, encourage birth is not the policy can represent the achievement overnight. It needs long-term necessary measure. The government should plan to assist the family can relatively be implemented and encouraged bearing it.
The above finds and proposes, offer reference in encouraging the birth policy for Hsinchu City Government.
