碩士 === 中華技術學院 === 土木防災工程研究所 === 95 === All the human errors of military construction shall be taken into consideration in all the phases of the construction; furthermore, the disputes caused by the agreements shall be avoided. Sometimes the qualities of military constructions might be diminished by the incomplete mechanism, such as bidding procedures and regulations. The goals of this dissertation are as follows:1. Taking some actual bidding agreements of both military construction and public construction as examples to analyze.2.Discussing and faulting the relevant regulations and GOVERNMENT PROCUREMENT ACT in regards to bidder qualification, the way of a bid, the guarantee of a construction, complaint and quality acceptance. 3.For ensuring the quality of military construction procurement, the four items of Balanced ScoreCard: Financial, Customer, Internal business process and Learning and growth are applied to generalize the controlling countermeasures of the military construction bidding procedures.
