To reach the aforesaid purpose, this research adopts the questionnaire method to collect first the relevant theory and reference, and analyze it to obtain a finding to be a framework of the studying theory foundation and empirical research. Secondarily, according to the reference data, related empirical research, and scales home and abroad, we produce a “Questionnaire of seniors’ foreign-language motive and strategy” and apply it onto the researched object, i.e. eight seniors’ educational units in eight different Counties or Cities. After the statistical analyses, the studied findings and conclusions are induced in accordance with the final researched findings and discussions, so as to propose a proposal. The studied samples are total 604 persons, including the studying members of the seniors’ educational units in eight different districts; there are five conclusions are procured through statistical analyses. 1. The “Cognitive Interest” is the highest learning motive in seniors’ foreign-language learning. 2. The “Compensation Strategy” is the highest learning strategy for seniors’ foreign-language learning in elders’ educative unit, and the “Social Strategy” is the least. 3. The relevant factors influenced seniors’ motive to learn foreign-language include the sex, age, mirrital status, and educational level. 4. The relevant factors influenced seniors’ motive to learn foreign-language include the age, mirrital status, educational level, and resided status. 5. There is a positive relevance between elders’ motive and strategy in foreign-language learning. In accordance with the aforesaid studying conclusion, we present a proposal specified as follows: 1.To promote seniors’ foreign-language learning motive, and maintain educational participation 2.To establish a program to counsel foreign-language learning by seniors’ educational units 3.To supply sufficiently a proper learning resource, and propagandize extensively, so as to enhance seniors’ foreign-language learning motive. 4. The seniors shall recognize their preferences in learning strategy, then, choose the appropriate curriculums to satisfy personal learning requirement and enhance learning efficiency. 5. Aiming at the male seniors with younger age and higher educational level to project an appropriate curriculum, so as to promote their learning motive. 6.
