Summary:碩士 === 國立中正大學 === 電訊傳播研究所 === 95 === When the digital divide comes with the information age, and the digital right is also highlighted, there are many actions for bridging the digital divide. According to the theory of social capital often as the foundations of the institute of individual and the society, and it may affect the technology users’ motives and behavior. And the NPO (non-profit organization) becomes the third power to support the civil engagement, and a more efficient way to solve the local need. This research use the case study to explore that how the NPO in community use the social network to enhance the works of bridging digital divide and community building, and what''s the cognition and behavior of the rural inhabitant. In the end, I discover the situation of DOC (digital opportunity center) in the rural area, and find out the problems of the policy.
