The above mentioned three employment policy shared a common ground which is aiming at increasing the public service items to the unemployed labor of the particular people such as the medium to advanced ages, native residents, 921 earthquake disaster families. The government section provides the work chance to people having the work ability and the work will, whose purpose is to help the unemployed labor take up employment again. This research analyzes through literature review and interview of 15 personnel ever participated with the three programs. The thorough interview result is as bellowed: 1.The major motive of the personnel, most being the role of the family economy, is to release the economic pressure. Although they are not satisfied with the salary, it does help them to put aside their short term economic pressure; the minor motive is to build human relationship. The personnel think they have learned new skills or enhanced the old skills through the programs, but they think it help less for them to return to the labor market. 2.“The Multi-Employment Promotion Program” and “The Sustainable Taiwan Employment Program” have greater effect upon promoting the personnel back to the labor market than “The Public Service Employment Program”, and the reason is that the content of the work doesn’t comply with the need of private enterprises, and the executive duration of the programs is too short for the personnel to learn skills more professionally. 3.After the programs are ended, most personnel stays at the previous non-profit organization to be the dispatched staff, whose pay and technique are both low. Sometimes it is fortunate that there are substitute posts in the government departments for the one-year “reserved post and terminated pay”. Nevertheless, the duration of the posts is only one year. After the substitute, the personnel still face the same problem-- unemployment. 4.After the programs are ended, the personnel hope the government offers the assistance in seeking for employment includes work-medium, which the most personnel require , job training, which stays at the second required place, and unemployment allowance, which the less personnel require. The reasons are that the personnel consider that the procedure of applying for unemployment allowanc is too complicated, the job training which government hosting is ineffective,and that work-medium is the most useful. 5.Regarding the Public Service, the personnel suggest that filling out Aspiration Form by computer sieving in the Employment Services Center could span regions, or take other method to replace the computer sieving, or adopt computer sieving assisting with the one to one interview. This research suggests that: 1. It should re-establish the hiring sieve mechanism, then can resolve in the medium to advanced ages unemployed problem and the weak influence people employment problem, and avoid social resource waste. 2. Assisting and encouraging the unemployed population to start a business toward personal servicing, family servicing, logistics industry, tourist industry...etc., which has the low threshold, such as the convenience store, the tour guide. 3. Being placed in the knowledge based economy tides, the labor can be encouraged accumulation manpower capital by the way of life long learning, hence not eliminated by the society.
