Summary: | 碩士 === 國立中正大學 === 政治學所 === 95 === The Ministry of National Defense has Reduced manpower of military since 1997, July 1st and implementation of a military program substantially cut military service posts; as a result, the number of service diminish and the men who wait for recruited are increasing.
Since 1998, nearly 3 to 40,000 people were unable to be recruited for military service on time in the whole country, and gradually lengthen in waiting list year after year. This situation not only leads to public concern and form a big social problems, but also a serious blow to the military service system.
This study is to discuss how the bureau uses the manpower, the consequence when they assist and help the works of rescues and relief and the style of management in case study.
Through careful research that follow steps to understand its system, human resources management and methods of use, organizational culture, policy implementation in practical using and connection between various factors. Then, we discuss and analyze descriptive statistics in objective manner, make every effort to show the scientific conclusion of the study. Finally, we enhance the findings according to relevant recommendations.
