碩士 === 國立中正大學 === 社會福利所 === 95 === ABSTRACT The human resource data of Directorate-General of Budget, Accounting and Statistics, Executive Yuan, R.O.C. (Taiwan) shows: the female employment rate was 47.71% in 2005. However, the research of foreign spouses'' conditions, which was done by minister of interior in 2004, indicates that the employment rate of China and South-East Aisa female immigrants was only 27.5%. Nowadays the number of new immigrants is about 400,000, with an average age of 30 years-old. How to reduce the employment difficulties and to help them find an employment is a very important issue that the government and the interested families concern about. In order to solve the lack of manual labor, every year Taiwan introduces tens of thousands of new foreign workers, but neglecting nearly 400,000 spouses of Taiwanese citizens who migrate to Taiwan in search of new employment opportunities. The government not only made "work permits" restrictions on the employment of new immigrants but also failed to actively develop this potential workforce. Originally they were the labor force of the country, but now they are forced to be dependent on the society. In this research we found out: 1. Unlin County has mainly an agricultural economy and the employment opportunities for foreign spouses are not difficult, but only for jobs with lower salary. 2. The main employment problem for foreign spouses is language difficulity. In order to promote the rate of Chinese literacy, the government should offer programs of Chinese language preparation for foreign spouses. 3. The emploment difficulty for China spouses is to get work license. Due to the limitation of government''s law, after they married four years, then they can apply for work license. After long stay in Taiwan, although no longer need to apply for work license, however, beacuse of the regulation of companies, they cann''t work without work license, so their rights were attaint again. 4. However, in order to reform family''s economy, the cases of illegal worker are very common. 5. The information of employments for new immigrants are mainly introduce by friends, the function of government''s employment service center should be improved. Suggestion: First, government should review the policy for new immigrants, avoid "population selling" marriage brings out lots of immigrants, which cause those new immigrants who cannot accommodat the society. Second, For the prescent new immigrants, we should build a complete service system, with service advisory. Third, government should take care new immigrants'' rights of work and help them to accommodat with Taiwan family, by offtering programs of life counselling to conusel transnational marriage and Chinese language preparation for new immigrants to reduce the numbers of illiteracy. Fourth, to remove the difficulties which caused by law, don''t let new immigrants'' employment opportunity less then foreign labor.
