Summary:碩士 === 國立雲林科技大學 === 工業工程與管理研究所碩士班 === 94 === To safeguard the public for their use of medicines and to promote the medical quality, the national policy on the separation of dispensing practice from medical practice of our country had been executed since March 1st, 1997 started from Taipei city and Kaohsiung city, and continuously executed one after another in each county by stages and districts. Under the aggressive pushing of national and domestic health superintending institutes, except for the Tai Hsi hsiang and Yuan Chang hsiang which areas are faraway the rest of 18 hsiang/towns of Yunlin County partially started executing the separation of dispensing practice from medical practice from June 6, 1998. Until April and May of year 2001, Yu Li Town of Hualien County and Tai Tung County bulletined to execugte and Peng Hu County bulletined in March, 2003, the total 23 counties and cities of Taiwan area had already executed separation of dispensing practice from medical practice. When the target of the first execution stage was completed, the Health Bureau of Executive Yuan bulletined on Aug. 30, 2002 that 「starting from Jan. 1, 2003 where there are pharmacies contracted with the National Health Insurance Bureau within the area of 1.8 km of any medical clinic which should execute the separation of dispensing practice from medical practice 」, and at this time the separation is really done, and people have the right to know what medicines to take and are free to choose dispensers. The social cost is huge since the execution of separation of dispensing practice from medical practice, however the continuous turmoil between the two groups of medical and dispensing makes the policy focus vague, and whether starting to work on the second stage at this time could enhance the aim of service quality? This study is to explore the part of enhancement of service quality of the execution of separation of dispensing practice from medical practice, adopting the policy evaluation way in execution areas, and using survey method to find the concerned issues、inner feelings and the satisfaction in the policy execution from the relevant pharmacists and the public; analyzing the statistics’ relationship between variable items through the empirical analysis, and the findings and suggestions will be issued to provide for the reference of the policy executor. The study result presents that the public and pharmacists have strong expectations to the policy of separation of dispensing practice from medical practice, and on each of the medical and dispensing they emphasize their own rights and don’t take people’s benefits for consideration; the satisfaction in the service quality of policy execution is generally low, and which appears that the difference of the expectations between both the real policy executor and the relevant people is very big.
