Summary:碩士 === 國立陽明大學 === 醫務管理研究所 === 94 === This research describes the human resource management of the health volunteer in Taipei Health Center to find out state of play and questions, then advance some suggestion to ameliorate. The research is an exploratory research and is mainly a qualitative research and accessory quantitative research. The research method includes the document analysis and in-depth interviews . The research focus on the twelve public health center in Taipei. There are four health center volunteer councilors and health volunteer captains joined the interview. The result of this research we get as below: 1. The ways of volunteers recruiting rely on relationship. It is too much depend on one single source. 2. Sometimes the interview becomes bureaucracy. 3. Training programs are empty of completed planning, and it dose not administer authentically. 4. The prime difficulty at present arises from the volunteer budget crunch. 5. It is not energetic enough for and wide to evaluate volunteer service. 6. It is need to complement on the reward functions. 7. It is have no standard process and content about the application of health volunteer, there is big difference between every utilizing unit. Several recommendations were proposes to system and staffs. Finally, we expect the result and suggestion of the research can be offered to primary health unit to manager volunteer and be the reference information for the continually researchers.
