It’s hoped to establish whole indicators which were contained in school administrative execution, and to estimate the situation of the school administrative execution, and then offered a reference of decision-making for educational administrators and school authorities. This study was divided into two parts; first, to conduct the research which contained the indicator construction, and second, the empirical analysis. The indicator construction part in the target employed the Delphi method to collect and analyze the expert group’s consensus and the importance, and made the content an important basis for establishing the school administrative execution. In the other part, empirical analysis, We mainly chose the elementary school team members as the research object, and used interviews, observation, document analysis and so on, to take the constructed indicator as a basis to collect and appraise the present situation of the elementary school administrative implementation. Simultaneously, this study analyzed the factors which influence school administrative implementation, to accomplish the study’s purpose. The findings of the research question in accordance to the study purpose were as follows: First, that included 3 guides, human resource, strategy development, organizational management. 16 administrative levels, personnel selection, personnel evaluation, handling not good personnel, distributing essential personnel, training human resources, achieving individual and organizational goals, innovating knowledge strategy, strategy execution ability, working with superior partners, shaping organizational culture, condensing mutual recognition and promise, self-monitoring and tracing, negotiating synchronization, prize reward system, expanding decision-making participation, displaying professional energy, and 65 detailed items constructed in indicators content, and they had importance of high degree. Second, the Chin-Yuan elementary school administrative execution in Tao-Yuan County showed weaker points in human resource: The human resource was shown to be "weaker", the strategy development was shown to be "stronger", and the organizational management was shown to be "stronger" at the present time. Third, the I-Kan elementary school administrative execution in Tao-Yuan County showed stronger points in strategy development and organizational management. The human resource was shown to be "acceptable", the strategy development was shown to be "stronger", and the organizational management was shown to be "stronger" at the present time. Fourth, there were twelve internal and external factors would influence Chin-Yuan elementary school administrative execution in Tao-Yuan County. These factors included the principal's characteristics, the school manpower quality, the campus atmosphere, the administrative strategy, the administrative operation consensus, the school’s marketing ability, the level of support, the education policy trend, the society's expectation standard, the relationship with the community, the level of investment, and the school’s other partners. Fifth, there were ten internal and external factors would influence I-Kan elementary school administrative execution in Tao-Yuan County. These factors included the principal's leadership style, the school’s management ability, the administrative operation strategy, the degree of team mutual trust, the school’s achievements, the level of relationship with the community, the level of community involvement, the level of interaction with other school partners, the social resources investment, and the student parents' committee participation. According to these findings above mentioned. Finally, it would provide the educational unit an important reference.
