By analyzing the government organization content in the textbooks in stage 3, the conclusion can provide a guideline to textbook editors and teachers. The constitutionalism is the foundation of modern country therefore the curriculum of government organization has to conform to the constitutional principles. In this reason, the government organization of social learning area of grade 1-9 curriculum is also need to fit the constitutional principles. That means the learning of government organization in grade 1-9 curriculum is the learning of democracy and the rule of laws education. To achieve the abovementioned purposes, this study began with analyzing the government organization content in the textbooks in stage 3 by the concept of rule of law. Secondly, with content analyzing of textbook, depth interviewing of teachers, making questionnaire of students treat the appropriation of the textbook. The results of the content analysis on Democracy & the Rule of Law Education in Elementary Level of Social Studies are as follows: 1. The importance of competence indicators of government organization is directing students having the knowledge for becoming the citizen. 2. The Curriculum Rationale of teaching materials need meet the goals of percept, faculty, and affection. And the teaching and leaning goals need to emphasize the function of laws that protecting human rights. 3. The contents of government organization in textbook: (1) The content of central government organization in textbook: A.Students are confused by the powers of central government organization. The textbook need to providing the actual example how government organization operate and analyzing the concept of separation of powers. B.The concept of judicial Yuan needs to clarify the class of the court. The principle of judge by law need to emphasize the protection of human rights. C.The power of the Control Yuan is hard for students to realize in their daily life. D.The transitionary organization in the textbook needs to conform to the present laws and mention about the trade of the future and connect to the students’ daily life is better. E.It makes great improvement of students in the concepts of operating of laws after they learned. Therefore, the textbook needs to add the method of how laws protect human rights. F.The concept needs to explain in plain language. (2) The content of local government organization in textbook A.The longitudinally power relationship of central and local government needs to present in the organization chart. B.When describing the relationship between city government and city council, the textbook needs to emphasize their flip side. C.When describing the overseeing power of city council, the textbook needs to correct the wrong mode which media transmit. D.The cancellation of Taiwan Provincial Government in textbook is conforming to the present but making students confused. E.The office holder at local government organization is closed to students’ daily life. The textbook needs to describe their duty. 4. In the current school education, when we mention about the rule of law education, it always leads to test of law and having activities. By the conclusion of this research, it suggests that we should use the knowledge of government organization to cultivate students’ quality of citizenship Based on the finding of the study, the researcher provided suggestions on the instructional content of democracy and the rule of law education for textbook editors.
