Development in democracy has brought Taiwan the right to participate polities in general, especially boosting the passion of people to be involved in politics through political election activities. After Taiwan Presidential Election is directly based on people votes, the ways of conduct to gain more votes among political elite are more vigorous, the political impacts on people are more apparent diversity in operation appears in government systems. And all these have caused uncertainties towards Taiwan democracy development in future.
This research is based on the concept of democratic consolidation. First, to study 2004 Presidential Election and the development of political culture, believing that inferior political culture will trigger antagonism among people and even cause social conflict. The existence and persistency of this inferior political practice is caused by the common characteristic of subject politics culture among Taiwan people. In order to resolve this problem and consolidate Taiwan democracy, quality of political culture should be increased as a whole.
Secondly, according to legal system and from the analysis on 2004 Presidential Election, we found illegal act appeared in the process of 320 referendum and 319 bulletgate. But judicial system bias with authoritative parties apparently, it cause people distrust forwards judicature. Proposing that legislature should examine the relevant cases immediately to delegate Central Election Commission to prevent un-neutral act in administration in order to promote fairness and legality among political elections in the future and assure legal system implementation as a result.
Furthermore, our constitutional government system apparently tends to be in favor of hybrid system and government affairs are based heavily on the interactions between Executive Yuan and Legislative Yuan. Nevertheless, political elite goes against constitutional laws and regulations in order to gain individual or parties’ advantages and this will lead to our country’s political riot. As a result, political parties and elite should follow constitutional laws and regulations in order to guarantee political stability and democracy will only be consolidated.
At last, this paper will further study cross-strait relations, believing that political bodies should consider and measure the situation of diplomatic relationship among countries, to get rid of ideology entanglement, identifying both countries standing, drafting countries and also establishing trustworthy system, regulations and channel for conversation in order to lessen unnecessary tension and conflict between both countries and promote a stable and harmonious development of cross-strait relations. As a result, this will prevents political parties or elite’s manipulation on this nonsense issue of cross-strait relations.
