Summary:碩士 === 淡江大學 === 中國大陸研究所碩士班 === 94 === China’s telecommunication industry is currently facing competitions of global capital , technology , market , service quality and etc. This study starts from the viewpoint of the government regulation, and by adopting Theory of Regulation and Incentive Theory of Regulation in regulation economics to analyze how government control reforms influence the development of telecommunication industry. This Study aims at government control reform of China’s telecommunication industry through analyzing external factors that includes telecommunications regulation reform and development model of three other countries and access to WTO. These three representative countries are U.S.A. , Britain and Japan. In this research, the methodology is to analyze reform of telecommunication regulation model and the possible impact on the telecommunication industry in China. In addition, it also includes access to WTO as the external force. Internal influence including overall and specific aspects to telecommunication regulation reform . Overall this study includes reform of constitution and law regulations, reform of administrative regulation structures, government and enterprises separate, and private. Five specific parts including Access Regulation, Price Regulation, Interconnection Regulation, Quality Regulation, Universal Service. Through learning from other countries’ experiences and accession to the WTO, nowadays the government regulation reform is pushing China to go outside of its own model gradually. Introduced competition and regulation reform is the direction that China must step forward into in the upcoming future.
