We focused the minimums design horizontal force and design displacement effect. The consequence shows, the ratio of minimums design horizontal force and design displacement which are keep flowing down in area1,area2, area3 and area4 of Taipei. In Taipei ground, the ratio of design displacement in old and new law is the same as the ratio of minimums design horizontal force. The ratio of design displacement in old and new law, in 1st ground almost two times, in 2nd ground higher than five time ,in 3rd close than four times.
