The Principles and Mechanisms of Announcing New Recycling and Countermanding Items

碩士 === 國立臺北科技大學 === 環境規劃與管理研究所 === 94 === Based on the national policy of the “Complete Recycling for Zero Waste” action plan, a targeted 25% of garbage recycling rate will be achieved by the year 2007. In order to promote recycling rate, one of strategies is to announce new recycling items. This study aims to standardize the mechanisms used to achieve zero waste through recycling. This study designed the evaluation mechanism for announcing due recyclable material and the set of evaluation mechanism to countermand due recycle waste. Moreover this study aims to assist the administration by doing some feasibility analysis on announcing and countermanding various products to recycling items by considering their recycling value and degree of harm to the environment. According to a survey which gathered fundamental information from each item, this study analyzes the feasibility of new listed products to be recycled. Through evaluation among the 10 items, the priority to be listed as mandatory recycling items are, waste dryer, waste portable stereo, waste facsimile machine, waste vacuum cleaner, waste telephone set, waste video recorder and waste microwave ovens. Going a step further to choose the most appropriate newly listed products by self-sponsored. This step comprises of three principles: 1) high reuse parts of the entire product. 2) low ratio of toxic substance. 3) high recycling value. According the results of this study, the priority of announcing listed items as self-sponsored are, waste electric ovens, waste facsimile machine and waste mouse were suggested. In addition, this study evaluates mechanism to countermanding of due recyclable waste. After checking with the principles of processes, this study found that the priority to be countermanded as recycling items are, aluminum foil packing, iron container, paper carton and aluminum container. The profit of funding for paper carton is lost, as a result, paper carton could not be countermanded as recycling items.
