The success of public policy lies in how well it is implemented and only implementation can transfer appeals into real policy outcome. With the rising of democratic governance, citizens expect the government with better performance in policy implementation. Based on these expectations, implementation capacity becomes the main issue of most developed governments in the world. The problem of coexistence of undocumented factories in Taiwan society over more than half century has never been resolved effectively. Even the efficacy of correction policy over undocumented factories, which is promoted by the Ministry of Economic Affairs (MOEA) and implemented by local governments, is indistinct. Scholars of policy implementation study indicate that we should undertake it from the aspect of organizational culture. In an attempt of building the analysis factors and structures over leadership, implementation flowcharts and organizational cultures, this study, from the aspect of organizational cultures, is to compare and verify the factors and correlations among different performances of correction policy over undocumented factories implemented by several local governments. The findings and suggestions of this study are as following: Findings: 1. The central and local governments are familiar with traditional top-down implementation model. 2. Performance assessment being a checkpoint of policy implementation should be executed pragmatically. 3. Rectification of relevant implementation flowcharts by authorities is helpful to achievement of efficacy. 4. Local politics affect the intention and models of basic bureaucrats. 5. The study of reasons over organizational differences needs to take micro and macro aspects into consideration. Suggestions: 1. Respect basic bureaucrats and encourage their introspection in the field of implementation. 2. Intensify policy planning in leadership level and discipline in basic bureaucrats. 3.
