So the traditional organizations must introduce new management mechanism to gain new breath as well as vitality, and search for opportunities of survival and growth. Efficient management strategy with accurate direction is the requisite for enterprise to stand on the advantage ground of unchallenged competition. But equal or similar strategies might yield different results and performance of management due to diverse vision of enterprise and execution. The vision of enterprise and its management strategy should be impelling continually by its resources so as to turn the strategy into specific and feasible actions that make the strategic goals fulfilled. Therefore, as to achieve strategic goals, it’s very significant to transform strategy into execution for concrete actions, and weigh up the efficient index of strategic results. Then it’s clear that there is an umbilical relationship among appointing management strategy, measuring management performance, the vision of enterprise and its execution. This research would be based on case study and retrace at first the vision, management strategy & execution of an enterprise, and the relevant theories about the management performance of balanced scorecard (BSC), and hope to use strategic mechanism—balanced scorecard to analyze and understand how the causal relationship among the vision, execution , management strategy and performance of distinct plant. Besides, the author would also explore deeply how to define the relationship and degree of interaction among those factors, hoping to find practical, available index of performance, then apply the four major constructs of balanced scorecard as measuring mechanism to build up holistic skeleton of strategic management, so as to promote concerted executive action and direction among all hierarchy in the company, then facilitate the strategy to be clarified and more easily fulfilled, the resources be distributed effectively, the advantage of the whole management competition be enhanced, the goal of sustaining management be attained, so as to provide other military production plants the referential blueprint for developing integrated management skeleton of connective strategy and performance evaluation
