But from the personnel policy change at the very basic unit of Armed Forces, this has painted the picture that the manpower policy of national defense will incline to adopt the combination of both compulsory and recruiting in the future. This study aims to investigate the volunteer soldiers’ recruiting fiat in 2005 and attempts to understand these young men, applying to be a volunteer soldier, their process of decision making and determining factors. This study conducted anonymous question survey to investigate the relations among personal information, individual motivations, and sources of recruiting information in order not only to assess the recruiting strategy in the future but also to help the Armed Forces recruit the appropriate manpower with good quantity and quality as needed in the modern operations. The findings of this study include: first, the income of the family is one of the most important factors that drives the young men to apply for the volunteer soldiers as their career occupation, which is particularly significant in the navy. Second, most of the applicants are highly motivated with willingness, vision and goal, and they treat the military eservice as the major target in their job career. Third, internet and television are the best ways for publicizing the recruiting information. Fourth, most of the volunteer soldiers recruited are living in the middle part of Taiwan; therefore, more recruiting activities and spots should be set up in this area. Fifth, most of the volunteer soldiers recruited are graduated from the senior high vocational schools; therefore, the publicity activities held in the future should target both on public and private senior high vocational schools in order to promote the recruiting performance.
