Since August 1st, 2003, Taipei County Government has executed the Integrated Office Setting Policy for personnel in all primary schools and its secondary authorities by dividing the county into nine major areas. This is the first time in the nation and is a breakthrough act. The goal is to achieve the ideals of “ compliance of National Education Act,” “saving in personnel expenditure” and “improved service quality.” However, to carry out ideals of this policy, eventually one must focus on the service of customer orientation. This study aims to evaluate the Integrated Office Setting Policy for personnel, after executing the policy for three years, which is also a good timing for the evaluation. The evaluation theory applied is the responsive evaluation theory. The in-depth interview was conducted to different stakeholders, including policy planners, policy executors, and policy targets, totally up to 13 people. Four evaluation indicators were used in the study: goal achievement, satisfaction of service quality, executors’ attitude and intention and adequacy of policy design. Finally, according to the research findings, policy suggestions were made to policy planners, policy executors and policy targets, including re-considering the appropriateness of the policy, the commitment of policy executors, policy re-design and so on.
