Through a qualitative research, in-depth interviews were conducted on a total of 12 military social workers, including Chief Counselors of Company, Chief Counselors of Battalion, Counseling Officers, and Counseling Clerks. It is found in the research result that in addition to the natural conflict of the professions of “military” and “social work”, the problems of ethical dilemma in military social work are also attributed to the clashes brought forth by “organization of the environment” and “direct supervisors” under the military organization structure. Based on the above-mentioned reasons, it is probably unrealistic to gain the “optimal benefit for client” under the predicament of ethical dilemma in social work, if military social workers invariably tend toward a certain profession, without seriously considering the realistic impact of “the organization of the military environment” and “direct supervisors of the work”. Thus, only when the ethics of the double professions are considered to an equivalent extent by military social workers, and with regards to the realistic factors of the pressure from “the organization of the military environment” and “direct supervisors of the work”, can a 3-win balance among clients, supervisors, and the institution be obtained. Suggestions for this goal are made as follows: I. Education for Related Workers 1. Emphasize on the courses of work ethic in student’s society. 2. Encourage on-the-job (continuing) advanced studies and reinforce on-the-job (continuing) trainings. 3. Provide supervisors with concepts of overall professional ethics. II. In the Aspect of the Current Military Counseling System. 1. The counseling system should be isolated to reduce administrative intervention. 2. To meet the demands of the troops, set up social work officers. 3. Value the career development and planning of professionals. (1) Strictly enforce that vacancy of counseling staff be filled with professionals. (2) Employ professional counseling staff who retired with outstanding performance. (3) Improve the current model and method of dividing professional supervision. III. In the Aspect of Practical Military Social Work 1. Study and publish a professional service guidebook for reference. 2. Encourage active participation in academic conferences on ethics. 3. Set up a committee of professional ethic review and consultation 4. Publish a case book about ethical dilemma for reference. 5.
