Developing a set of National Educational Stantards is the main task of German National Educational Research Centre, and also the most important topic of present educational reform in Germany. To create a concrete education performance, the Cultural Minister Conference (KMK in Deutsch) was recommended to use National Educational Standards in year 2004 to teachers and students, which it’s principle subjects are Deutsch, Mathematics and English, to upgrade students’ achievements. Through the establishment of educational standards, it can not only evaluate students’ achievements, but teachers get clear direction in teaching and program development. In the meanwhile, schools can also learn something to improve from the evaluation report. National Educational Standards states clear requests and expectation to schools, which plays a key role to enhance overall educational quality. This research focuses on educational standards’ concept and function, and performs deep analysis on the topics about constructing its process such as “Teaching Evaluation and Mode of Ablilities”.
