碩士 === 東吳大學 === 政治學系 === 94 === The emergence of neo-regionalism in the 1980’s is evidenced by a wave of regional integration in Western Europe, the Asia Pacific and the Americas. This thesis seeks to address this phenomenon by analyzing the experience of the European Union, focusing particularly on the integration of trade policies of EU countries. The thesis argues that one of the limitations of the regional integration is that as integration deepens, regional protectionism also grows. In practice, regional unions often impose trade restrictions against producers from non-Union states to protect their intra-regional industries. Hence, this regional protectionism is likely to create the trade barriers among different regions. In the European Union, its protectionist policies is manifested in a wide array of dimensions, including trade, environmental, manufacturing, development and other external affair issues. This paper focuses solely on the European Union’s protectionist trade mechanisms, such as anti-dumping, countervailing, subsidy, and other defensive maneuvers. These defensive maneuvers demonstrate the existence and practice of EU regional protectionism. This paper also examines and analyzes the impacts European regionalism has had on non-EU nations. Given the fact that non-EU nations are in general facing severe trade restrictions and cannot enter into European markets freely, many of them are suffering from loss of trading opportunities and even facing potential trade retailiation.
