Finance enterprises’ development means computerized and multi-media introduced. Both are development very quickly in the recent years. In this study include three parts we given. To describe the development of IT and finance enterprises and the development of two have the high relationship in the first part. After introduced the development of Singapore and Taiwan, to find the developed routines not only IT but also finance enterprises are very closely even the bank system very closely too in the second part. The last are the conclusions and discussions. The international and global bank system can be constructed under the government support and self developed and the personal services would be the core of operation by bank system. To prove the contribution of this study, the Development Bank of Singapore Group Holdings Ltd(DBS，星展銀行集團) in Singapore and the Chinatrust Financial Holding Company(CFHC，中信金控集團) in Taiwan is the cases of example.
