Summary: | 碩士 === 國立高雄大學 === 都市發展與建築研究所 === 94 === The main purpose of this study is trying to sort out the issues between the governmental client and professional designer, during the evaluation process of renewal projects within limited time schedule. These two parties both have same objective of creating a friendly man-made environment, yet they are in different shoes. Therefore various consideration and judgment of values, and different way of thinking causes the issues. The method is to record my own practical experiences. Wish this study could dedicate as a reference to similar debates on domestic public reform projects in the future.
This study detailed documented the process of five public building reformation projects, which I was deeply involved in recent years, and is trying to find the substantial factors to affect the process. However, in the review of the execution aspect, I personally hopes there could be more rational thinking and somehow re-consolidate from the spectra of public policies, codes, and structural safeties. The participants within the process include: in charge officers from government sector (client), users, and professional designers. Each party has it’s own opinions and statements. The information revealed from each party during the project execution maybe the factor to influence the overall planning process. I also would like to stress the designer’s “Subjectivity of Creativity” within this thesis.
This thesis chiefly consists of three parts: (1) Data collection of each project and preliminary study of these data. (2) Analysis and study the factors that cause problems during project execution. (3) Suggestions on creating renewal process and resolving problems causing factors.
After study these five renewal projects, I concluded that “ Space Utilization Evaluation” and “ Structure Utilization Evaluation” are the two main considered factors during public building renewal process. Through the evaluation of each project’s process, I also summarized my suggested ideal structure of renewal process: 1. Obtaining the renewal project. 2. Starting the survey of existing site conditions. 3. Diagnosing the deteriorating facilities – the structural safety evaluation. 4. Determining functionality – to evaluate space utilization. 5. Primary renewal plans – the proposed methods and items for improvement. 6. Design – methodology and setting up patterns. 7. Construction plans. 8. Construction – utilization of proper construction engineering methods. 9. Administration and maintenance – prolong the life of public buildings to largely achieve sustainability. The greatest attempt of this study is to establish a proper and suitable process for designers to follow, so that the renewal projects could proceed precisely and efficiently.
