Summary: | 碩士 === 國立臺灣科技大學 === 營建工程系 === 94 === The regulation system of professional engineers has been promulgated and enforced for decades in this country. Owing to the fast pace on the transformation of society and environment, the current system encountered a number of problems that challenges itself either on the enforcement administration or the policy’s sustainability for the 21st century.
This study examined the existing professional engineer law, the engineering company act, the segmentation of disciplines and scopes of licensed practice for professional engineers, regulations for the exclusive seal and signature for their practice, etc. In addition, the regimes for professional services empowered by these related law and act have been evaluated thoroughly and several alterations were recommended, aiming to facilitate the construction of a system that can be substantially consistent with most international practices for global interaction.
In particular, setting the accountability on profession engineers, fulfilling the mission of licensing, promoting healthy development of related professional services, and improving the quality of engineered infrastructures as well as constructed facilities to elaborate the welfares of society and the need for economy grow are primary goals of this research work.
