It strengthened the interaction between the citizen and the government, which increases the participation opportunity of citizen to public affairs. Lots of countries have intensified the country competitiveness by the construction of e-government. With the development of information technology, Taiwan e-government service not only provides the information service but constructs integrated information exchanges mechanism between different departments to enhance competitiveness. Since 1997, the “Household Registration and Conscription Information System” had successfully developed a network all over Taiwan, and attained the high praise for making the services of household registration more simple, innovative and convenient. This present study delineates the four important qualities including ubiquitous network society, reengineering government, citizen-oriented and emphasis information security, accompanied with value chain model to perform case analysis and construct core activities in order to provide information and integrate opinions. The core competence was defined as simplification of procedure and service performance supported by information system. Integrated service strategies suggest the construction of the balance between external environment and internal core competence. Five goals for innovative integrated service and four goals for confirm information security have been proposed, and then induced into two parts including internal and external work flow. It is proposed four proposals for short-term performance have the priority over the nine proposals for intermediate stage and long-term performance. Furthermore, to improve business process streamline and e-government strategies, the high quality executive skill and cogitate survey performance was also evaluated periodically. The preliminary results may provide valuable recommendations for case practical work and the developing strategies of e-government.
