In order to reduced it’s employee cost,finance and obtain it’s profit, taday’s business is perform IS Outsourcing.Since we bring national health insurance into practice,health environment changes,technology apply widely,and hospital compete more violently.Therefore,it make hospital gradually notice the importance of applying technology to improve the competitiveness itself.The advanced and adaptive health information system can reduce the health resource cost,improve the service efficiency,medical quality and enhance hospital management efficiency. Cause the internet age coming,information explode rapidly,it totally subvert the old point-of-view that seller’s market is indissoluble.All the hospital right now are customer service-oriented and more emphasize on customer satisfaction.Therefore,besides to fulfill the customer’s need on health service,CRM and hospital management will become the competitive advantage in the future’s health market. Generally,there are four ways to maintain the information system of the hospitals（it has seldom seen gradully）. One is to develop and maintain by hospital itself.Other is to buy the software developed by vendors and maintain by hospital or vendors；Other is “Selective Outsourcing”,it delegate some part of information system or deploy stage to the professional vendor；Other is “Total Outsourcing”,the percentage of IT Outsourcing is up to 80%. In reality the information system for medical industry has important position.Then the medical industry has more different from general industry.The general IT vendors designed the applications are some difficulty to apply medical professional because their standard and interface is different. Therefore in domestic has setup research unit and association for medical informatics for deeply research it’s standard and interface. In this report we point out the Taipei municipal hospital（include six district hospital and four professional hospital）take three section from the hospital section and information vendors section and environment section to interview and survey to understand and research about hospital information integrating and outsourcing limit factor.
