Environment planning and design is a task that requires long time and lots of effort. Despite the fact that some consensus might be achieved among communities in the early stage of planning through interaction and communication by organizations, the entire process, however, is full of conflicts and uncertainty due to different parties involved ranging from civilians to the governing institutes of the government as well as the different goals of different organizations.
This study is set out to seek operational procedures and characteristics of environment planning and design based on a real case. By looking into communication records and feedback, it also tries to identify a communication pattern and network established across different stages and further analyzes the communication network types and media, both formal and informal, through which different people strive to achieve common goals in the process of environment planning and construction. Repeated cross-examination of literature has resulted in discovering potential obstacles for communication in an organization and influences on communication by the organization members, communication content, channels and media. Hence the organization chart and communication pattern for the environment planning and design case is modified to establish related communication patterns in order to enhance the effectiveness of communication, avoid conflicts, ensure the reality of information passed on, and reduce manpower cost.
The assessment tools used in this study are those presented by Huang Yi-Jing in 2002 including objectives achieved, profit indicators, relation satisfaction, and relation continuity. Conclusions and suggestions are drawn in the end to serve as reference for general environment planning and design cases.
