In this thesis, we introduce a new adaptive rate control scheme based on face detection technique and TCP-friendly (TFRC). The applications of video transmission, such as video phone and video conference, are getting more and more popular. In these applications, since human faces are the most important part, we take the face detection technique into our work. In addition, some video conferences use mobile devices instead of PC to enhance mobility. Therefore, we do our experiment on pocket PC. In our experiment, the sending rate of video streaming is calculated by the TFRC. The results of the experiments show that the new algorithm can improve the video quality of the region of the human face and the user can see the human face more clearly.
