We also propose the learning, planning and practicing methods for communities to use integrated resources to increase their self rescuing capabilities and to reduce the impact of disaster to the communities. This research follow the plans and strategies of “The Implementation of Communities Disaster Prevention System” of Executive Yuan by considering the unique environmental and cultural characteristics of Taitung County. The literature and related theory review results are used to construct the main frame of this research. The research methods of Experts' deep interview and forum meeting, questionnaire and case study are used here. , 26 communities in Taitung County are chosen for the case study. Finally, 3 out of the above 26 communities, which are evaluated using criteria of hazard potential, historical disaster experiences, capability, motivation, and people participant willingness of each community, are chosen for proposing further implementation plans and strategies. The results of this research show that the the major obstacles of implementing the plan of CDPS in Taitung are as follows: 1.Most of the young and capable people in remote communities, especially in the communities of indigenous people, are leaving to cities for their living. Hence, the communities lack of manpower to execute the plan for establishing CDPS. 2.Old people, mostly illiteracy, and young kids stay in communities now are lack of perception to the plan of CDPS. 3.Although, some people in several communities show their strong motivation to join the plan, low willingness to learn and lack of sufficient budget to support learning activities make the plan very difficult to have sustainable development in communities. To resolve the above obstacles, we suggest that the implementation strategies of CDPS in Taitung are as follow: 1.In order to last the plan of CDPS in a sustainable way, the community itself should learn how to “stand on its own legs”, so that the aids and resources to the communities from government agencies can be used efficiently. 2.The related government agencies should help communities on organizing a formal organization, such as “society of community development”, proposing plan for establishing the implementation mechanism of CDPS. They should also provide training programs and sufficient funding to the communities. 3.Furthermore, we found in this research that schools in a community can be used as a information and promotion center to integrate various resources, such as disaster prevention, local farming and industries, tourism, and social welfare, for collaborative implementation of CDPS. 4.Another strategy is that government agencies should citation and honor the excellent CDPS implementation communities to encourage more communities to join the plan of “The Implementation of Communities Disaster Prevention System” of Executive Yuan. 5.Finally, the development plan of a “Community Disaster Information Network, CDIN” should be included in the CDPS implementation strategies to provide better information dissemination and application.
