Such influences are brought forth by the following factors: the technical issue in the policy itself, the organization of the judicial institutions, and the relation among the pubic offices. Moreover, this research intends to offer suggestions to the judicial institutions for future reference, as the policy of Electronic Bid System is carried out. This study is conducted through literature review and oral interview. The reviewed literature includes the relevant theories on policy implementation as well as the factors that have an effect on the administrative personnel’s intention of policy implementation. Furthermore, the subjects are these administrative personnel. Three conclusions can be drawn from this research. First, the rather complicated current operative system affects the willingness of implementation; the rewards and punishments on the bid business have not gained sufficient attention. Second, the lack of concern on the Electronic Bid System business, the absence of general administrative system in judicial institutions, the decrease of salary, and the frequent change of bid personnel all influence the willingness of implementation. Lastly, the relation among the public offices has an impact on the willingness of implementation. In view of the above results, the concrete suggestions to the authorities concerned and the judicial institution that this study proposes are expected to be referred for the improvement of the policy implementation in the future.
