Research this regard SARS as case, link up information source, message design and dissemination channel with three factors, carry on theory analysis and positive research. Probe into three research question: First, does the government of Taipei go wrong in link that which it is on earth while SARS epidemic disease calamity risk communicates? Second, why does the government link up the tactics to SARS incident risk adopted? Through this SARS incident, how are situation and attitude that the citizen in Taipei risk communicates? What kind of information third , spread of risk information person should be transmitted? How to spread? And which messages message recipient hope to obtain? Through which channels to receive the message?
