This research approaches to the strategical analysis about the economic development with the abatement of the greenhouse gases; as well, considers the effect of the technology innovation upon the growth model with the abatement of the greenhouse gases. The uncertainty reasons of the abatement of the greenhouse gases affecting the economy are base on variety factors; such as the production of energy, the share of energy source disbursement, and the intertemporal of Consumer Preference, and so on. It is the harmful of the country’s economic growth, with high energy price and inefficient energy source; notwithstanding, to improve the structure of energy (using the clean energy), and to advance the technology ability for inhibition capture and storage of greenhouse gases will give the positive result for the economy. The clean energy structure does not guarantee that the decoupling between the economic growth and the abatement of greenhouse gases, it still needs to impose the effective measure on the abatement of greenhouse gases. (Example: carbon dioxide capture and storage). It will occur the decoupling result of greenhouse gases emission, while raising the energy efficiency to be close to the economic growth rate, and increasing the rate of low-carbon and non-carbon energy. Learning by doing in truth achieves the abatement of greenhouse gases; it gives a hint government has to promote the action for abatement of greenhouse gases; hence, we can approach to the decoupling circumstance for greenhouse gases emission advanced.
