The impact of joining the Taiwan Health Indicator System on production efficiency of district hospital

碩士 === 國立臺北大學 === 經濟學系 === 94 === In recent years, many people aware health care quality is an important issue that causes many health care facilities working hard to improve their health care quality. Taiwan Health Indicator System (THIS) is a project of measuring and monitoring the health care quality by medical outcome and clinical index. Since most hospitals that join THIS are district hospitals, this paper’s purpose is to measure the impact of joining THIS on the production efficiency of district hospitals during 1998-2004. Our results include the following: First, district hospitals participated in THIS have technical efficiency which indicated that jointing THIS would improve health care quantity. Secondly, for inpatient length of stay outpatient visits, and emergency visits, private hospitals were more efficient than public hospitals. On the other hand, for health care quality delivery, public hospitals were more efficient than private hospitals. This is probably because private hospitals tend to increase their output (service) to make more profits and to less emphasize on improving health care quality. Thirdly, more than 70% of the district hospitals that participated in THIS improved their production efficiency after one year. This indicates that district hospitals can improve their production efficiency and health care quality by joining THIS.
