Thus, the government has to provide convenient services in order to fully support its nationals to face the international competition. Since corporate process reconstruction is a trend emerges in recent years, it is now indispensable along with rapid changes of the society. All government units in the advanced countries all over the world make lots of efforts toward the reconstruction direction of “small and competent as well as professional and excellent units”. So people have more and more demands on public services; therefore, future government units should adjust the size and efficiency of a government unit. At the same time, the concept and measure of modern enterprise is brought into the government system. Although our government has aggressively implemented a reconstruction plan, for example, in the household administration reconstruction part; however, its effectiveness is still limited. In this study, household administration process issues are studied and corporate process reconstruction and information technology concept are introduced in association with corporate strategic management to improve household administration re-construction process. Meanwhile, balanced scorecard is used to analyze and evaluate the issues faced by household administration reconstruction. After cost and effectiveness analysis, this study finds that it is appropriate to virtualize the household registration office or to merge it with other organizations such as township office. This study also finds that household administration reconstruction feasible and proposes some suggestions.
