Summary: | 碩士 === 國立臺北大學 === 都市計劃研究所 === 94 === The issue of urban infrastructure is closely related to the way how a city utilizes the resources she has, because urban infrastructure essentially includes all the public facilities which work with the flow relationship, in terms of material, energy and information, between human beings and the urban environment. When global climate changes have occurred as the result of excessive consumption of fossil fuels and have been threatening the life of mankind, some environmental notions such as ‘sustainable development’, 'recycle treatment' and 'zero discard' come to existence and soon attract attentions from the whole world. Taiwan is a subtropical island possessing abundant natural resources such as the sun, the wind, natural gas and sea waves. However, the urban planning in Taiwan neglects to build up urban infrastructure with the utilization of domestic natural resources. That means urban planners in Taiwan lack an attitude toward this issue and thus lose their leading position to form urban infrastructure in concordance to the domestic environment. In view of the 98.17% overseas energy reliance rate, Taiwan should echo the global environmentalism and emphasize the application of natural resources to urban infrastructure.
Due to the problem background related above and the absence of relevant literatures, the urban infrastructure in Taiwan needs to be researched both from the viewpoint of co-working systems and from that of resources utilization. This research will be focused on Taiwan’s potentialities for and problems in utilizing domestic natural resources, and wishes to suggest prospects for the future in this regard. The urban infrastructure concerned here includes five major systems, which are transportation, water supply and drainage, energy supply, pollution control, and communication. The research has achieved following results. First, a comparison on the definition and classification of urban infrastructure is made among different countries, and its importance identified by the global world is also stated. Specific ideas and techniques of natural resource utilization and recycling are introduced in the research. Taiwan’s potentialities and problems on the issue are discussed. Finally, an idea of infrastructure network is proposed in the framework of the industrial symbiosis theory, and an experimental city of sustainable development is suggested in the conclusion of the research.
