(Taiwan), the digital teaching materials in compliance with SCORM norms linked to the 『LCMS-Learning Content Management System of Global Chinese Language and Culture Center』can avail the users with entry of keywords in search of desired teaching material in Chinese; nevertheless, a phenomenon of low utility rate has appeared to the system. Two major approaches of explorations were carried out by this research to focus and assess the issue of usability for the 『LCMS-Learning Content Management System of Global Chinese Language and Culture Center』. User’s hands-on test, perceptive practice method, questionnaires, and heuristic evaluation, etc. methods of study were taken by the first approach to assess the usability of system and come up with the flaws to be corrected pertaining to the usability as an effort to promote the usability for the system and better the system to become a strongly recommended website for Chinese learning globe-wide. The specification sheets of man-machine interface design for the editing function of teaching materials in accordance with the Learning Content Management System proposed by IDC (International Data Center) and the requirements specified by the Service Instruction of 『LCMS-Learning Content Management System of Global Chinese Language and Culture Center』were compiled through the second approach. It is anticipated that thus functional complement and design demonstration to the system can invoke the system developers to pay attention to the issue of usability with respect to their man-machine interface design. As learned from the results of research, the system did have some problems with its usability: 1. Able to fulfill the mission at a very slow speed when operating performance concerned; 2. Very stable to hardly make error with respect to its error-making rate; 3. Excellent message design in its recall rate, easy for the user to recall; 4. Ease of learning with regard to user’s learnability; and 5. Only 44% of users satisfied the system. Such results of research can not only offer the team that installed the website of 『LCMS-Learning Content Management System of Global Chinese Language and Culture Center』 a reference for future improvement in this regard but also provide other platform websites with a referable basis for their design in keeping with the SCORM norms. At last, as well, it is anticipated that this issue of usability can draw further attention from the public.
