This study hopes to assist the administrative staff and English teachers in implementing curriculum evaluation by developing evaluation tools, and also hopes to used as reference for relevant education administrative units and future studies. First, based on the first draft of literature review of Delphi Technique questionnaires, we establish the validity of the questionnaires through focus group discussion. Then, we call up a 16-member Delphi Technique team, composed of experts in the related field of English education, leaders of school English programs, and teachers from elementary school English advisory group. We conduct a second Delphi Technique survey with a self-deigned “Taipei elementary school English curriculum evaluation criteria” questionnaire. We analyze and comment on the different criteria in order to reach objective, concrete and consensual evaluation criteria. After the Delphi Technique survey, this study constructs the criteria for English curriculum evaluation, including the five dimensions of the analysis of curriculum development background, curriculum planning and designing, relevant completing measures, curriculum implementation, curriculum results and fifty one criteria in total. Besides, this study makes suggestions to the education administrative organizations and elementary schools for future studies. It is hoped the criteria established in this study are able to help education supervising authorities and schools understand the results of English curriculums. This study can also help schools understand the quality of English curriculum. Teachers can also elevate English curriculums by evaluating their curriculum design and teaching with the criteria.
